1. RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 All prescriptions of the FRYB – KBYV (Belgian national authority) will apply. These can be found on http://www.belgiansailing.be/docs/main.html
1.3 Racing rules will be changed as follows:
1.3.1 RRS Appendix A.11:
Add following abbreviations:
PTS Scoring penalty for a yellow flag after finish (instruction 15.2.1)
SCJ Scoring penalty by Jury (instruction 17.6 and 17.7)
1.3.2 ISAF Regulation 20:
The organising committee may require competing boats to carry event advertising on the hull
1.4 Sails shall have full sail number and national letters in accordance to ILCA By-law 1 : Rules – 4 Sail Registration Numbers
2. NOTICES TO COMPETITORS
Notices to competitors will be posted on the windows of the race office under the banner
“NOTICE TO COMPETITORS”
3. CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 09:00 on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will take effect.
4. SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed at the flagstaff near the race office, except flag “D” (see 4.4) which will be displayed on the flagstaff near the slipway.
4.2 When a signal is displayed over a rig flag it applies to that fleet only
4.3 Flag AP with two sound signals (one sound signal when lowered) means “the race is postponed. Flag “D” will be hoisted not less than 5 minutes after AP is lowered.”
4.4 Flag “D” with a sound signal means “Boats may leave the parking, go to water and rejoin the racing area. The warning signal will be made not less than 60 minutes after flag “D” is displayed”.
Boats are not allowed to leave the parking until this signal is made.

5. SCHEDULE OF RACES
5.1 Dates of racing, number of races and scheduled time of first warning signal:

5.2 One extra race per day may be sailed, provided that no class becomes more than one race ahead of schedule.
5.3 Any race for which a warning signal is not given by 15:00 on Tuesday August 15th will be abandoned and not resailed.
6. CLASS FLAGS
6.1 Class flags will be:
Standard rig : White flag with red Laser logo
Radial Rig : Green flag with orange Laser logo
4.7 Rig : Orange flag with red Laser logo
7. RACING AREA
Attachment 2 shows the location of racing area.
8. THE COURSES
8.1 The diagrams in Attachment 1 show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.
8.2 Course designations:
Trapezoid Outer Loop : Standard and 4.7 rig
Trapezoid Inner Loop : Radial rig
8.3 No later than the warning signal, the race committee signal boat will display the approximate compass bearing from the midpoint of the starting line to mark 1.
8.4 The leeward marks will always be set as gates. Boats shall sail between the gate marks from the direction of the previous mark and round either gate mark.
8.5 The gates 3 and 4 may be laid after the start on a not reciprocal heading to the first leg. This will be treated as a change of course according to RRS 33 if the difference exceeds 20°.
8.6 The length of the course will be set for a target time of 60 minutes. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a)
8.7 The course may be shortened according to RRS 32 provided that 3 or more legs will have been sailed.
9. MARKS
9.1 Marks 1, 4S, 4P and 5 will be White inflatable buoys with KYCN logo
Marks 2, 3S and 3P will be Orange inflatable buoys with RYCB logo
9.2 The starting marks will be the Racing Committee Signals boat wearing an orange flag, on the starboard side of the line and another Racing Committee boat wearing a red flag on the port side of the line.
9.3 The finishing marks will be the Racing Committee Finishing boat wearing a blue flag, on the starboard side of the line and another Racing Committee boat wearing a red flag on the port side of the line.
9.4 The portside marks of starting and finishing line can be replaced by a buoy with a red flag.
9.5 A race committee boat signalling a change of a leg of the course is a mark as provided in instruction 12.2.
10. AREAS THAT ARE OBSTRUCTIONS
10.1 No areas are designated as obstructions within the racing area.
10.2 Competitors shall comply immediately to the instructions of the rescue team on the way to and from the racing area..
11. THE START
11.1 Races will be started by using RRS 26 with the following addition:
When there has been a long postponement and when more than one race will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race will begin soon, an ORANGE FLAG will be displayed with one sound for at least four minutes before a warning signal is displayed.
11.2 If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal, the race committee will display flag V. It will be displayed until all boats have sailed completely to the pre-start side, but not after the starting signal.
11.3 The starting line will be between the mast displaying an orange flag on the Racing Committee Signals boat and the staff displaying a red flag on the other Racing Committee boat (or buoy).
11.4 Boats whose warning signal has not been made shall avoid the starting area.
11.5 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A5.
11.6 Starting sequence : Standard rig, Radial rig, 4.7 rig
The warning signal for each succeeding class shall be made at least 1 minute after the starting signal of the preceding class
12. CHANGE OF THE NEXT LEG OF THE COURSE
12.1 There will be no change of course after the start with exception of the downwind legs as provided in instruction 8.5. This changes RRS 33
12.2 Boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes RRS 28.1.
13. ABANDONING A RACE
Under RRS 32.1, the race committee may abandon the race because of a major wind shift, irregular winds or when the wind speed drops below 5 knots (2.5 m/s). Action or no action by the race committee under this instruction will not be grounds for redress; this changes RRS 62.1(a).
14. THE FINISH
The finishing line will be between the staff displaying a blue flag on the Racing Committee Finishing boat and the staff displaying a red flag on the other Racing Committee boat (or buoy).
15. PENALTY SYSTEM
15.1 A boat that has taken a penalty or retired under RRS 31.2 or 44.1 shall complete an acknowledgment form at the race office within the protest time limit.
15.2 Appendix P will apply with the following changes:
15.2.1 On the first protest, if protested after she has finished, she will be given a scoring penalty of 8 points without a hearing.

15.2.2 RRS P.3 is modified as to read:
If a boat has been protested for the first time under RRS P1 and the race committee signals a postponement, general recall or abandonment, the penalty from her first protest is cancelled, but the protest is counted to determine the number of times she has been protested during the series.
If a boat has been protested for the second time under RRS P1 and the race committee signals a postponement, general recall or abandonment, the boat shall not sail in this race, if it is restarted or resailed. If the race is abandoned the boat shall not sail in the next race. If she fails to do so, she shall be disqualified without a hearing and her score shall not be excluded.
If a boat has been protested for the third time under RRS P1 and the race committee signals a postponement, general recall or abandonment, RRS P2.3 applies”.
15.3 Actions taken by the jury under Appendix P will be no grounds for redress by a competitor. This changes RRS 62.1(a)
16. TIME LIMITS
Boats failing to finish within 30 minutes after the first boat of their starting group sails the course and finishes will be scored Did Not Finish. This changes RRS 35, A4 and A5.
17. PROTESTS AND REQUESTS FOR REDRESS
17.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit.
17.2 The protest time limit is 60 minutes after the finishing committee boat docks at its mooring in the harbour.
This time will be posted on the official notice board located at the Race Office.
The same protest time limit applies to all protests by the race committee and jury and to requests for redress. This changes RRS 61.3 and 62.2
17.3 Notices will be posted at the latest 15 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held where and when as stated in these notices.
17.4 Notices of protests by the race committee or jury will be posted to inform boats under RRS 61.1(b).
17.5 A list of boats that, under instruction 15.2, have acknowledged breaking RRS 42 or have been disqualified by the jury will be posted before the protest time limit.
17.6 Breaches of instructions 11.4, 15.1, 20, 21.2 and 24 will not be grounds for a protest by a boat. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the jury so decides.
17.7 Penalties for breaches of RRS 42 may be less than disqualification if the jury so decides.
17.8 On the last day of the regatta a request for reopening a hearing or a request for redress from the jury decision shall be delivered
(a) within the protest time limit if the requesting party was informed of the decision on or before the previous day
(b) no later than 15 minutes after the requesting party was informed of the decision (i.e. 15 minutes after the decision was posted) on that day.
(c) no later than 15 minutes after a signal to abandon racing is displayed ashore
This changes RRS 66 and 62.2.
18. WHISTLE SYSTEM
To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule.
19. SCORING
19.1 3 races are required to be completed to validate the 2006 Open Belgian Championship Laser.
A maximum of 10 races will be sailed.
19.2 Discards :
(a) When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores.
(b) When from 4 to 7 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
(c) When 8 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.
19.3 If the jury decide to penalise a boat with a scoring penalty (under instruction 17.6 or 17.7), this penalty will be at least the whole number (rounding 0.5 upward) nearest to 30% of the number of entrants in the fleet, except that the score can not be worse than Did Not Finish.
The scores of other boats shall not be changed; therefore, two boats may receive the same score.
19.4 To request correction of an alleged error in posted race or series results, a boat shall complete a scoring enquiry form available at the race office.
20. SAFETY REGULATIONS
20.1 Each competitor shall wear a securely fastened life jacket or waistcoat type buoyancy aid at all times while afloat.
20.2 Competitors will receive an individual badge at registration
20.3 This badge shall be given to the beach master when leaving the slipway to sail to the racing area and promptly reclaimed at the slipway upon returning from the sailing area.
20.4 A boat that retires from a race shall notify the race committee as soon as possible.
20.5 Competitors who require assistance from rescue boats should wave one arm with hand open. If no assistance is required, the arm should be waved with fist closed.
20.6 If considered necessary a competitor may be ordered by a race organisation boat to abandon his or her boat and board a rescue boat.
21. REPLACEMENT OF EQUIPMENT
21.1 All competitors shall use only one hull, sail, mast, boom, centreboard and rudder.
21.2 Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee in writing at the first reasonable opportunity. If the damage occurs later than 1h30 before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission can be obtained from the Race Committee. Final decision of the Race Committee will be posted before the end of Protest Time of the same day.
22. EQUIPMENT AND MEASUREMENT CHECKS
22.1 Wet clothing, boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
23. OFFICIAL BOATS
23.1 The Racing Committee Signals boat : Dagon
23.2 The Racing Committee Finishing boat : Toto Animo
23.3 Rescue boats will fly a red flag with a white “R” in it.
23.4 Jury boats will fly a yellow flag or a yellow flag with “JURY” in it.
24. SUPPORT BOATS
24.1 Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.
24.2 For the purpose of this instruction the area where boats are racing is defined as
(a) any place within a radius of 50 m of any boat racing.
(b) any place nearer than 100 m of the starting line
(c) any place nearer than 100 m of the finishing line on the course side
(d) any place nearer than 50 m of the finishing line on the off-course side.
24.3 Support boats shall be marked with a numbered flag supplied by the Committee at registration
25. TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.
26. RADIO COMMUNICATION
26.1 A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

28. DISCLAIMER OF LIABILITY
28.1 Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race.
28.2 The organizing authority (Laser Group Belgium, KYCN, RYCB, RBSC, their officers, members and volunteers), the Race Committee and Jury will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the 2006 Open Belgian Championship Laser.
29. INSURANCE
Competitors must carry a valid third-party liability insurance covering all risks.
